Al inicio de las campañas electorales es usual que la ciudadanía muestre niveles bajos de entusiasmo, interés y motivación. En 2014 el Informe Estado de la Nación mostró que un votante promedio se iba entusiasmando y motivando conforme avanzaba la contienda.

Mediante un seguimiento a la opinión de las mismas personas (conocido como panel electoral) entre octubre y diciembre es posible saber que en los dos primeros meses de esta campaña electoral el comportamiento de la ciudadanía era el esperado. Es decir, el entusiasmo por las elecciones iba en aumento entre octubre y noviembre. No obstante, en el mes de diciembre ese comportamiento se revirtió y cayó a los niveles reportados en octubre cuando recién iniciaba la contienda. El gráfico muestra el porcentaje de personas que manifestaron tener mucho entusiasmo, interés y motivación con la campaña.
